This patch will keep the rain. When we cut with a circular saw we often install the blade backwards to minimize ripping and tearing of the vinyl. A siding zip tool pops the piece off from the bottom edge. Cut a scrap piece of siding to a length that is several inches longer than the hole.

Allow it to completely dry then use a razor scraper to cut the excess caulk flush with the outside of the siding. A hole saw tin snips etc will slice right through it. There are several ways to repair damaged vinyl siding depending on the extent of the damage. Holes an inch or two across or long narrow holes that still appear patchable require removing the damaged piece of vinyl to fix it.

Squirt a generous dollop of exterior caulking that matches the color of the siding into the hole. That said the hole is the least of your effort. Cover the hole from the back side with foil tape then put the siding back where it belongs.
